UN Chief Calls for Stronger AI Safety Measures
Speaking at a news conference ahead of the 81st session of the UN General Assembly, Guterres highlighted growing international concerns over the accelerating advancement of the technology.
“As we look to threats around the world, let me say a final word about rising concerns regarding the advance of artificial intelligence.”
He stressed that AI could provide major benefits across a wide range of areas, including development, education, healthcare and efforts to address climate-related challenges.
"AI has enormous potential – to accelerate sustainable development, enhance learning, strengthen health systems, boost climate resilience, and so much more," he said.
At the same time, Guterres pointed to concerns raised by some people involved in developing AI, who have warned that technological progress is advancing more quickly than society’s understanding of the risks involved.
"But a growing number of those building it are sounding the alarm – warning that development is racing ahead of our understanding of the risks," Guterres said.
He acknowledged that competition between countries and existing geopolitical divisions could encourage governments to prioritize technological advancement over safety considerations.
"I am aware of the geopolitical divides and the temptations they might generate," he said. “But the world cannot afford a race to the bottom on AI safety.”
Guterres called for internationally recognized safeguards capable of increasing confidence in AI systems while ensuring that their development remains transparent and accountable.
"We need guardrails to build trust -- and that make AI safe, transparent, accountable, with human dignity at the center," he added.
